Captain lose his license?

Should the captain of this activist boat lose his license to operate a sea going vessel?

I just saw this and if I was a whaler, I'd be looking for torpedoes.

Of course he should lose his license, but that wouldn't affect his ability to remain in command of his ship unless he tried to dock at the country that revoked his license or any country that recognized the revocation. Technically, I suppose the authorities of whatever country issued the license could intercept him and take him into custody but I highly doubt that would occur unless he was responsible for someones death.

Also that would not likely prevent him from operating a vessel from a different country, or hiring someone to act as captain for a vessel he owned, essentially making him the deck commander without actually having to fill the role as Captain. Roughly equivalent to having a visiting Admiral on board your ship if you were in the Navy. The Captain is in charge but since the Admiral outranks the Captain, he or she could relieve or reinstate the Captain to duty at will.

If I thought there was any real money in it, I would build a fleet of small ships to act as a "fleet for hire" to protect vessels at sea, whether they be whalers or just simple cargo ships passing close to Somalia. Unfortunately the costs of operating a ship do not allow for a Great Deal of "extra" profit for many of the potential customers of a fleet defense force, so it is unlikely that the market will emerge as viable any time soon.

Its blooms are white, pink, rose, and crimson with a yellow button eye. The vigorous, drought tolerant plants can be grown in borders or large pots. Reseeds easily, making it a nice addition to wildflower or naturalized areas. Cosmos thrives on neglect after established. Butterflies love Cosmos. (Really! Check out the photo on the left!) When to plant outside: RECOMMENDED. Sow in spring after average last frost. When to start inside: Sow 4-6 weeks before last frost.
